Siyosati kadri (Nizomnoma – Dasturamal)

  1. Siyosati kadrii mazkuri JSP «Siti Bonk»    (dar oyanda Siyosati kadri) dar asosi Kodeksi mehnatii JT,    sanadhoi  meerii huquqii Jumhurii Tojikiston  va Oinnomai JSP «Siti Bonk»    va digar  sanadhoi dokhilii BBT tahiya gardida ast.
  2. Maqsadi asosii siesati kadrii mazkur tagyir namudani korguzorii kadri dar nizomi idorakunii  zakhirahoi insoni,  tamin namudani tahkursi  baroi idorakunii  bo samari kadrho  bahri  tez va bo sifat noil gardidan ba mqsadhoi strategii  guzoshta shuda,  inchunin tamin namudani  qanoatmandii kormandon bo sharoiti mehnat.
  3. Siesati kadri nizomi  idorakuni, prinsipho,  samthoi muhim va  usulhoro baroi rushdi  iqtidori  kadrii JSP «Siti Bonk»    muayyan namuda,  talaboti asosiro dar idorakunii zakhirahoi insoni,  nizomnomaro oidi munosibathoi dutarafa miyoni  JSP «Siti Bonk»    va kormandon,  sar karda az intikhob to  muqarrar namudani munosibathoi mehnati va bekor namudani shartnomahoi mehnatiro dar bar  megirad.
  4. Nizomi idorakunii kormandon, hamchun nizomi tomi idorakunii samti kadrii faoliyati bonk, baroi halli se vazifai muhim (strategi) tamoyul doda shudaast:

6.Dar siyosati mazkur istilohhoi zerin istifoda burda meshavand:

Bonk – JSP “Siti Bonk”

Kormandi mamuri– kormande, ki  kormandi rohbarikunanda nabuda, ki baroi amali namudani masalahoi guzoshta shuda az tarafi kormandi rohbarikunanda masul meboshad.

Vakansiya– joi kholii kori, ki ba ba on kormand qabul karda meshavad.

Vazifa– basti kori dar sokhtor, ki ba on dar asosi sanadhoi muqurrargardidai dokhili, uhdadorihoi vazifavi (mehnati) voguzor karda shudaast.

Maoshi vazifavi – hajmi muqarrargardidai  muzdi mehnati kormand, baroi  ijroi uhdadorihoi mehnati dar yak moh .

Kadrho/ zakhirahoi kadri – tamomi kormandoni Bonk.

Rayosat– maqomi ijroiyai Bonk

HR– zakhirahoi insoni

Dovtalab – shakhse, ki baroi ishtirok dar ozmuni ishgoli joi kholii kori anketa peshnihod mekunad.

 7.Bonk  metavonad shakhsonro bo prinsiphoi  doshtani tajribai faoliyati mehnati  bahoguzori namoyad, inchunin  kormandonro bo paydo gardidani  ehtiyojot baroi noil gardidan ba maqsadhoi dar nazdi Bonk guzoshta shuda,  ba kor qabul namoyad.

  9.Tekhnologiyai intikhobi kormand.

 Tekhnologiyai intikhobi kormand ba joi korii kholi bo tartibi zerin surat megirad:

a)  intikhobi anketaho;

b)  guzaronidani sanjishho

v)   musohiba;

g)  bastani shartnomai (qarordodi) mehnati

  1. Intikhobi kormand asosan tavassuti ozmun guzaronida meshavad.

Muhlati umumii intikhob az ruzi pur kardani Darkhost naboyad az yak moh ziyod shavad. Bo nazardoshti mintaqa va vazifa, muhlati intikhob metavonad bo darkhosti sokhtorho  tamdid karda shavad. Baroi vazifahoi hayati rohbarikunanda muhlati intikhob fardi muayyan karda meshavad.

  1. Kormandi masuli shubai kadrho justujui kormandro bo nazardoshti peshnihodi sokhtorho tashkil mekunad.
  2. Kormandi shubai kadrho justuju va intikhobi dovtalabro bo istifoda az manbahoi gunogun az rui avvaliyati zerin ba roh memonad:

– Manbai elektronii malumothoi dovtalaboni potensiali;

– Istifodai somonai korporativii www.iit.tj;

–  Tavsiyai kormandon;

–  Istifodai vasoiti akhbori omma;

–  Istifodai takhtai elon dar sokhtorho (filialho, markazhoi khizmatrasonii bonki,)

–  Istifodai varaqahoi malumoti (khususan dar mintaqaho)

–  Hamkori bo maktabhoi oli.

  1. Malumot dar borai vakansiya boyad talabothoi zerinro dar bar girad:

  1. Dar surati mavjud nabudani talabothoi makhsus avvaliyati zerin rioya karda meshavad:
  2. Intikhobi dokhili;
  3. Intikhobi beruni.
  1. Qabuli anketaho boyad az rui namunai yagona surat girad . Dar holati az tarafi dovtalab peshnihod namudani anketa dar digar namud, ki tamomi malumothoi zaruriro darbar megirad, qabuli on ijozat doda meshavad.
  1. Dovtalaboni behtarin, ki dar vaqti tahlili anketahoe, ki ba talabothoi takhassusi javobgu meboshand intikhob megardand, baroi ishtirok dar sanjishi testi davat karda meshavand.
  2. Sanjishi testi bo maqsadi muayyan kardani:

–  tafakkuri mantiqi va  qobiliyati zehnii dovtalab;

–  dinishhoi kasbi.

  1. Ba musohiba asosan dovtalaboni bo bahohoi «Alo» va «Hub» davat karda meshavand, dar holati nabudan va nokifoyagii in guna dovtalabon, baroi intikhob dovtalaboni bo bahoi «Qanoatbakhsh» davat karda meshavand.
  2. Maqsadi guzaronidani musohiba in muayyan namudani muvofiqii dovtalab ba vazifai intikhobshavanda buda, marhilai okhirini intikhobi dovtalabon baroi qabul ba kor meboshad. Dovtalaboni az marhilahoi qabli bomuvaffaqiyat guzashta ba musohiba davat karda meshavand.
  3. Musohiba bo dovtalab bo ishtiroki Raisi Bonk, rohbaroni sokhtorho/kuratorho kormandi shubai kadrho guzaronida meshavad.
  4. Sardoroni sokhtorho metavonad kormandoni tobei khudro bo nazardoshti layoqat va tajribai khizmatii onho baroi ishgoli vazifai kholi dar dokhili sokhtori khud tavsiya dihand. Dar in surat tavsiya boyad ba namudi khatti ba nomi Raisi Rayosat peshnihod gardad.
  5.   1. Har yak kormandi Bonkro zarur meboshad, ki malakai kasbii khudro tavasuti guzashtani kurshoi makhsus baland bardorad.
  2. Omuzishi avvalin va asosi dar joi kor guzaronida meshavad.
  3. Omuzonidani kormandon muvofiqi “Tartibi tashkil namudani omuzonidan va baland bardoshtani takhassusi kormandoni JSP “Siti Bonk”, ki az tarafi Rayosat tasdiq karda shudaast, ba roh monda meshavad.

 Tashkili pardokhti haqqi mehnati kormandon

  1. Zersokhtori mazkur na tanho yake az juzhoi siyosati kadri, balki vositai tasirnoki amalii menejmenti kormandon meboshad, ki ijroi vazifahoi mushakhkhasro az tarafi shakhsoni alohida tamin menamoyad.   • Pardokhti chorum – mukofotpuli baroi sobiqai kor dar nizomi bonki

          Pardokhti avval andozai haddi aqali muzdi mehnati harmohai ba kormand kafolatdodashuda meboshad, ki dar SHartnomai (qarordodi) mehnatii kormand bayon shudaast. Pardokhtho muvofiqi malumoti tabeli bahisobgirii vaqti kori (baroi ruzhoi korii korkardashuda) doda meshavand. Hisobi pardokhti avval dar okhirin ruzi korii moh amali meshavad.

Pardokhti duyum mukofoti ilovagii puli meboshad, ki dar jambasti kori yakmoha pardokhta meshavad, ba sharte ki natijai on musbat arzyobi shavad.

Pardokhti seyum mukofotpulii ilovagi meboshad, ki az rui jambasti kori yaksola pardokhta meshavad, ba sharte ki natijai on musbat arzyobi shavad. Pardokhti seyum pas az barrasi va bahodihii hisoboti solonai bonk dar Bonki millii Tojikiston hisob karda meshavad.

Pardokhti chorum mukofotpulii ilovagi meboshad, ki ba har yak kormand bo nazardoshti sobiqai umumii kori dar nizomi bonki pardokhta meshavad.

42.Agar dar natijai tagyir yoftani qonunguzorii Jumhurii Tojikiston, bandhoi alohidai Siyosati kadrii mazkur ba on mukholifat namoyand, in bandho etibori khudro gum karda, Siyosati kadri dar qisme, ki ba qonunhoi Jumhurii Tojikiston mukholifat namekunad, amal menamoyad.
